2023-24 Stability Rate

This report displays the annual K–12 public school stability data by Race/Ethnicity, Student Group, Grade Level, or Academic Year (Multi-Year) for the selected report level (state, county, district, or school). This report provides a total count of cumulatively enrolled students with an enrollment start date on or after July 1 and on or before June 30 (Adjusted Cumulative Enrollment), a count of students identified as part of the Stability Count (i.e., students with stable enrollments), and a count of students identified as part of the Non-Stability Count (i.e., students without stable enrollments). Students are determined to have a “stable” enrollment during the academic year if the enrollment record is a minimum of 245 consecutive calendar days at the same school without a disqualifying exit. The Adjusted Cumulative Enrollment along with the Stability and Non-Stability Count are used to calculate the Stability Rate (Stability Count divided by the Adjusted Cumulative Enrollment) and the Non-Stability Rate (Non-Stability Count divided by the Adjusted Cumulative Enrollment) at the selected entity for the selected population using the available filters.

Cumulative enrollment data are submitted by local educational agencies (LEAs) and charter schools to the California Department of Education (CDE) as part of the annual End of Year 3 (EOY 3) data submission in the California Longitudinal Pupil Achievement Data System (CALPADS). Cumulative enrollment data are reviewed and certified in CALPADS as being accurate by authorized LEA or charter school personnel. In order to certify data in CALPADS, authorized LEA or charter school personnel are required to review the accuracy of all data associated with the applicable CALPADS submission, with final certification reserved for LEA superintendents, charter school administrators, or their designees. Please contact the LEA or charter school if you have any questions about their certified CALPADS data.

Source: Cumulative Enrollment data were submitted and certified by LEAs and/or charter schools as part of the annual CALPADS EOY 3 submission.

Adjusted Cumulative Enrollment: The total number of unduplicated primary and short-term enrollments at the selected entity with an enrollment start date that falls within the academic year (July 1 to June 30). The Adjusted Cumulative Enrollment is calculated at each reporting level (e.g., school, district, county, and state) and therefore is not necessarily additive from one reporting level to the next. For example, if a student is enrolled in multiple schools within a district during the academic year, they are counted once at each school, but only once in the district's Adjusted Cumulative Enrollment.

Stability Count: The total number of students in the Adjusted Cumulative Enrollment with a Continuous Enrollment in one school without a disqualifying exit.

Continuous Enrollment: A student enrollment record that that is a minimum of 245 consecutive calendar days at the same school. Any student enrollment exited with a mid-year enrollment update (E150) and with a subsequent enrollment at the same school is treated as a Continuous Enrollment at that school. For a complete list of CALPADS Student Exit Category codes, refer to the CALPADS Code Sets available on the CALPADS System Documentation webpage at https://www.cde.ca.gov/ds/sp/cl/systemdocs.asp.

Non-Stability Count: The total number of students in the Adjusted Cumulative Enrollment without a Continuous Enrollment in one school or with a disqualifying exit.

Disqualifying Exit: Any student that is exited from a school with one of the following Student Exit Category codes is considered a non-stable student at that school:
• E140: Truant, no subsequent enrollment
• E300: Expelled, no subsequent enrollment
• E400: Unknown, no subsequent enrollment

Stability Rate: The total number of students in the Stability Count divided by the total Adjusted Cumulative Enrollment at a selected entity.

Non-Stability Rate: The total number of students in the Non-Stability Count divided by the total Adjusted Cumulative Enrollment at a selected entity.

Note: Data may be suppressed (*) to protect student privacy (Data Suppression). Data are unduplicated at each reporting level (school/district/county/state). As a result, data at one level (e.g., school) are not summative to a higher level (e.g., district). Also, data displayed in the Student Group report view (located in the Report Options and Filters under the Data Type Options) are not mutually exclusive and therefore not summative to the report total. Lastly, the report includes a Grade Span filter for TK/KN and TK/KN-8; however, TK was collected as a program within Kindergarten for academic years 2022-23 and prior, and TK was collected as a separate grade for academic years 2023-24 and forward. For more information about the Stability Rate Report Data, please visit the Information about the Stability Rate Report page.

* Charter school data are removed by default from all district-level DataQuest stability rate reports, including the associated state and county Report Totals. To include charter school data in district-level reports, select the “Reset Filters” button on district-level reports to show data for “All Schools” OR select the desired School Type filter from within the expandable Report Filters menu on the desired DataQuest report.

** Results produced using the Alternative School report filter are based on the Alternative School Accountability Status (ASAS) during associated academic year, which is based on the Dashboard Alternative School Status (DASS). The Alternative School report filter is strictly intended to facilitate comparisons for traditional charter and non-charter schools by allowing for the removal of alternative schools, which generally serve “high-risk” student populations. For more information regarding the current DASS school accountability please click here.
